The question says that there was a 7 percent increase from the previous month. since there is growth we would add it to 1. 7% equals to 0.07 not 0.7 so when you add it to one it would be 1.07 and not 1.7 like how choice c makes it look. It would be 7 like how choice d says it is because its not a 600 percent increase and its also not a because if there is just a 0.07 multiplied to 1300 then that's a decrease in total value because 0.07 is less than 1 which is where the question says we are increasing from.
